Hart District Council will undertake an Environmental Screening of a working draft of the Neighbourhood Plan to determine if a full Environmental Assessment is needed. This relates to a Strategic Environmental Assessment Screening and a Habitats Regulation Assessment Screening.

The pre-submission (draft) Neighbourhood Plan is subject to a 6 week consultation, inviting representation from local people, neighbouring councils and statutory consultees.

Details of how issues raised in the Pre-Submission Consultation have been addressed in the Neighbourhood Plan’s policies are evidenced.
Submission of Neighbourhood Plan to Planning Authority
May 31, 2021
Hart District Council checks that the Neighbourhood Plan submission document meets the legal requirements.

Hart District Council will undertake a further 6 week consultation with local people, neighbouring councils and statutory consultees. Consultation comments are sent to the Independent Examiner.
October 31, 2021
Examiner is appointed to review the Neighbourhood Plan to ensure it fulfils the Basic Conditions. Recommendations in the Examiner’s report will be considered by Hart District Council and the Steering Group prior to Hart District Council deciding if the Plan will proceed to a public referendum.
Referendum & Adoption
February 28, 2022
Details of the referendum vote is publicised in an information statement, along with all submission documents. Where the referendum results in a majority vote (over 50% plus 1) in favour of the Neighbourhood Plan, the District Council must agree to ‘make’ the Plan as part of the Local Plan for the District. The Neighbourhood Plan is also used by the Town Council as part of the planning consultation process.
